They deceive the poor and uneducated into thinking that the government needs to take care of them. That kills the incentive to improve one's own life. The Democrats do not want poverty to end. If people work their way out of poverty, they'll realize that prosperity comes from ambition, not from government hand outs. A certain amount of Pork had to be added into the bill to get the very small number of Republic votes it needed to pass the bill.
